Please help us with more information.

• Photoshop version you are using
• Operating system(MAC 10.10.5 or Windows10)

First make sure your Graphics card is up to date

This looks like an issue with Graphics Processor.

Go to Preferences>>Performance>>Advanced Settings and set "Drawing mode" to Basic

Restart Photoshop and see if it helps
