Please check supported Video Formats for Photoshop.Photoshop Help | Supported file formats

Also Mention the version of Photoshop you are using or are you referring to Premiere Elements(Supported file formats) ?

MOD files are Mpeg-2 Files.

So you might have to rename or convert them.
