Not in all cases.

For the OP's purposes, a 25fps sequence would be preferred as his original

250fps video can be evenly interpreted without skipping or blending frames.

I'd also look at the time lapse plug ins, ask them if they can do what you want to do.

I'm not clear what relevance a time lapse workflow would have in this situation.
