Use the below link for moving Lightroom to mew machine.

For Photoshop, you need just install it on the new machine, if you have created any presets like brushes, actions and Workspace

then you need to copy the Photoshop Preferences to new machine on the same location.

Location: Users/[user name]/Library/Preferences/Adobe Photoshop CC 2015 Settings.
