Despite what it's called Creative Cloud software downloads and installs on your hard drive exactly the same as before. Cloud is merely a distribution method. I often work offline (no internet access available). It does not interrupt my workflow one bit.
That said, you do need internet access once in a while to download/activate & update software. If you purchase an annual plan, it's not essential to be online as often as if you were paying month-to-month.
CS6 is essentially legacy software now. It no longer receives any updates and will never have all the bells & whistles of Creative Cloud versions.
