すでにご覧になられているかもしれませんが、こちらの書き込みによりますと、Ver. 12.1（おそらく12.1.1にも？）にはバグがあるようです。 premire pro cc2018でMOVファイルの映像が読み込めない、またはプレビューが正常に動作しない Ver.12.0.0では問題なく使用できているとのことですので、試してみる価値があると思います。
